You have a great painting technique and your color palette is always spot-on. IT'S SUPER EFFECTIVE! Seriously though, your eye for seeing how colors work together has always impressed me, especially with the hair and coat in this piece.
What's not working for me are the extraneous elements that are really distracting from the central character, as well as the composition.
I'm guessing that gold thing to the left is a mirror. There's so little of it in the frame that you might as well take it out. What would allow more space for the character to shine. If you really want to have a mirror to reflect (no pun intended) the character's personality, a handheld mirror would work better. It would give that right hand a more natural-looking purpose, too. As for the background, the two-tone just isn't doing anything for me. It bisects at odd places on the figure and ends up drawing your attention to uninteresting things (ie. the middle of the calves?). Taking out the gold thing and making the whole background that burgundy color will make this picture so much tighter.
The pose looks a little stiff and unnatural, especially that right hand I was talking about earlier. The pose could use more motion and a different center of gravity to help make it more dynamic. That right (viewer's right) hand really looks out of place and would look better as a fist on the hip. Cropping out the feet like that is also really awkward; again, so little of it is in the frame that it takes away more than it adds. I think that big feather on the back of the hat is messing up the flow of the picture. Both feathers point up and lead the eye off the page. If that back feather was flipped upside down, it would help lead the eye in a nice circle around the picture: her eye --> left arm --> hat --> feathers --> right arm --> back to her eye.
I think her expression is very interesting. It draws you in and makes you want to learn more about this character. The left hand on the hat adds to her interest. The detailing of the hair, feathers, and lace are gorgeous. Again, I really like your color palette, especially in the shading of the coat.
